Link building | SEO Agency Cardiff

Hello, we have been link-building to the home page for some time now.
We believe that we have better on-page SEO than some of our direct competitors.
We want to rank for “SEO Agency Cardiff,” but despite building backlinks, building Nap, and writing content marketing, it will not get onto the first page of Google.
Despite hundreds of hours spent on it, and all SEO reports saying we are better than some of the companies on there, are there suggestions as to what our agency could be missing? We would be grateful for any SEO advice, as we cant get it onto the first page of Google, despite hundreds of hours, trying get on Google for this keyword "SEO agency Cardiff".

Rankings preferring English URL above local URL
We've recently had a redesign for our website and it has influenced our rankings a little bit. However, what I mainly noticed is that for some keywords in MOZ the English URL is looked at in terms of ranking, instead of the local URL. It used to be just the local URL ranking, even for keywords that are more English oriented, and I'm wondering if that might be hurting our rankings. And more importantly, why it's happening. Link over-building?
Hello all. One of the first things we do for our clients is to claim their local listings, include them on a set of selected directories (8-10), and blog directories (5), if applicable. Most effective method for link building?
From your experience, what have you found to be the most effective method for link building? It's starting to look like the only way to receive good links is by writing great content or offering great services and allowing the links to come in naturally (which is obviously the most important thing anway), but are there still any effective methods of getting valuable links through link building, apart from having personal connections and relationships with site owners?

What are the best SEO agencies for link building?
I am not looking for a full service SEO agency. I just want link building. Not paid links, not link networks, not blog comments, not bookmarks...real, legit, decent links. Does anyone have any experience working with an SEO agency that helped them develop their link profile positively and at a reasonable price? Hi! I am not specially good at super fast link building campaign in the UK.
