For WordPress and most websites, redirects are easy to create with a plugin so you don't need to mess with .htaccess
Also, we change URLs a lot and do not see declines in keyword rankings - we often see increases because we're redirecting to an SEO-optimized folder and page name when it was generic before.
Don't take shortcuts like buying a blog. Even if it has a huge domain authority / PageRank and visitor volume, which it probably doesn't if it's for sale and you can afford it, it's still only one site linking to yours and you need a lot more than that to increase rankings and traffic.
Build new, original content yourself or pay someone to do it for the money you would have spent on buying the blog.
Because putting https://www.utahattorneys.com/privacy-policy/ or just "/privacy-policy" tells the browser where the location of the Privacy Policy is. Otherwise, the browser will think the Privacy Policy page is located in the same folder as the page you're on.
Why would you not have the main heading of your pages be an H1?
Yes, your rankings will suffer though you will never know by how much unless you change them to H1 and measure the difference - though the difference will be affected by other things you do and overall traffic, so it's never an apples-to-apples comparison.
H1 headings have more SEO weight than any other content on the page including H2 and other headings. That is why Moz reports missing H1 headings.
Plus, you want to use H2, H3, and other headings to break up long content (>400 words or so) so visitors can scan the page to see if it's relevant and worth reading.
If the PageRank of these domains are <4/10, then this could actually help you as they are from low quality domains.
If the PageRank is 4/10 or higher, then your rankings are going to drop like a rock.

You need to create page redirects within your website, not with Google.

Have you submitted a complete XML sitemap through Google Search Console? And are all the pages free of a no-index meta tag?
20 million unique pages can only be created in some automated fashion based on a much smaller amount of original content, so Google may perceive these pages to be spammy and not worth indexing.
I recommend you go to Google Search Console > Links > Top Linking Sites > More to see if Google has indexed the domains from where these links are placed. If they are not, it's going to be hard for Moz to detect them and they won't help you with SEO until they do show up there.

Your About Us link is broken. That needs to be fixed first.
